Programmes


SFT is sharply focused on delivering the new schools investment programme and the hub community infrastructure initiative.

Over time we will become involved in the direct delivery of more programmes. Once we decide how we can add the most value, our involvement is likely to fit one of three broad categories:

  • As an agent –

    using our professional expertise we will work on behalf of the public sector in procurement or finance raising. Wherever it is beneficial we will promote collaborative working and ensure the spread of best practice.

  • As part of governance arrangements –

    deploying our experience and skills to enhance the rigorous governance of infrastructure projects. In some cases we will achieve this through representation on project or programme boards.

  • As a participant –

    when it is appropriate we can take a more structured role in a project. For instrance we may become an asset owner, an aggregation vehicle or a financing conduit if these roles add value. To improve our delivery of these roles we may establish subsidiary or joint venture entities.

    New Schools Programme


    SFT is working with all 32 local authorities in Scotland to drive forward the Scottish Government’s £1.25billion Schools Investment Programme.

    SFT’s role is to efficiently and effectively manage the programme to help local authorities achieve the best value for money for their investment in new schools.

    A secondary schools pilot project involving East Renfrewshire and Midlothian councils is already underway with the design team selection in procurement. The pilot project aims to push the boundaries of joint working and establish a best practice model that can be adapted for use across the programme.

    SFT has also completed a Lesson Learnt exercise to review design in Scotland’s recent secondary schools. Lessons Learnt is the first in a series of reviews that promote information sharing and best practice.

    HUB Scotland


    The hub Initiative is a major programme of the Scottish Futures Trust.

    hub is a procurement vehicle supporting a long term programme of investment in community infrastructure for local authorities, NHS Boards and other public sector bodies across Scotland. It will provide a mechanism for delivering assets more effectively through a single partner, with continuous improvement leading to better value for money. The opportunity for a private sector delivery partner is to be part of a systemic approach to infrastructure planning and delivery in a territory over an extended time period.

    Projects
    hub will deliver projects from a core identified scope and in future from wider service development business cases, in particular those projects that promote joint working amongst community planning partners. Projects will focus on new build but could also include the refurbishment and asset management services of existing infrastructure.

    Structure
    The hub structure will encompass both project finance and traditionally funded developments. The equity capital of hub Co will be split between the private and public participants. A hub Partnering Agreement will set out the rights and obligations of the parties, including the provision of partnering services by hub Co and the exclusivity provisions from the public sector partners.
